Hong Lam Vocational College is a private education and training college, permitted to operate by Ba Ria – Vung Tau People's Committee decision No. 1798/QD-UBND, dated 15/05/2007. The college has a legal entity, with its own seal and bank accounts. Hong Lam Vocational College is located at Van Hanh Village, Phu My Town, Tan Thanh Distric, Ba Ria – Vung Tau Province.
The college was owned by Mr. Nguyen Ngoc My (a Vietnamese Australian business leader) following Vietnam's policy of encouraging non-government organisations and individuals participation in providing education and training activities (government Decree 53/2006/NĐ-CP dated 25/05/2006 by the government).
Operation model
The college came to existence in a joint government – people contribution scheme, where People's Committee of Ba Ria – Vung Tau province provides land to investor (Mr Nguyen Ngoc My), builds infrastructure (buildings, utilities) and hands over the infrastructure on the land to the investor for a long-term lease in order to organise education and training activities. On the other hand, the investor is to install equipment, develop programs and organise college operation in accordance with international standards. Hong Lam Vocational College is a not-for-profit, private educational and training institution, the first of its kind in Vietnam.Hong Lam Vocational College adopts the following operation model:

Mission
Our aim is to contribute to training skilled workers for the region and Vietnam in general by adopting international approaches to learning and teaching, quality assurance, competency assessment and qualifications equivalence.
Operational objectives
Hong Lam Vocational College specialises in trades necessary for the growing industry in Vietnam, especially industrial zones in Ba Ria – Vung Tau and adjoining provinces. In its first stage, the college offers programs in electrical technology, refrigeration and air conditioning, welding, and automotive repair. The college also provides various short courses and customised training programs for industries. Hong Lam Vocational College has the task to train 1,000 graduates each year, with 800 working in industrial zones in Vietnam and 200 participating in export labour programs in English speaking countries. The college is committed to providing all the 200 students fit for work overseas.
Learning and Teaching Strategy
To support and enable students to develop to their full potential through providing a learning experience of international quality which also acts as a foundation for lifelong learning and development . Three aims of this sttrategy are:
1. To ensure graduate competency
To use/design, improve and renew curriculum with the goal of developing graduate competency.
2. To maximise graduate employment
To enhance and extend the efectiveness of work-integrated and service learning.
To provide effective, relevant and accessible advisory and support service to students.
3. To improve the quality of teaching
To encourage a constructive dialog between staff and students about curriculum and learning issues through regular program level staff/student consultative committee meetings.
To identify the effective use of educational technology to support student learning.
To monitor and improve the quality of programs through an approved program quality assurance process.
